Question Windows doesnt seem to boot, even with fresh installs

So the title pretty much explains almost all of the problem
During bootup windows sometimes freezes on the windows logo and doesnt do anything

I've reinstalled windows about 3 times now (using the official creation tool).
The reason i posted this in hardware is that i know it isnt a software problem.
Ive also tested the ram using memtest86 and it didnt detecy any problems
Ive also switched from ice to ahci and it also didnt do anything.

All drivers are up-to-date, ive also updated the bios but all without results
Would love to hear some ideas about a possible fix

After alot of testing I've concluded that the CPU is in fact dying

Update
I have checked if the pc would boot correctly with another PSU, sadly this had no effect :/
I've also checked the SSD and tried it in another PC on which it booted without any problems what so ever.
Would love to hear some advice!
