10 months old, no overclocking.
A week ago my PC went from booting in 10 seconds to spending 2-5 minutes on the black screen with the spinning wheel of dots. There's no HDD chatter, SSD light flicker or variation in fan speed that normally indicates it's doing something and after a few minutes it just loads Windows normally.
Several times it's exceeded 5 minutes which is when I hit reset. Sometimes it'll keep doing this and doing a system restore returns it to spending 2 minutes hanging.
This hang is a fairly generic and uninformative error and I've tried the past recommended solutions:

some additional info:
swapped out graphics card - no change
turned off fast boot via command line (no Control Panel option) - no change
Booted from USB recovery stick - it loads but gives fewer options than than the regular Windows recovery screen and none of them helped.
Safe mode just gives a black screen

Unplugged all USB devices - no change
Ran health checks on both harddrives and unplugged the HDD - all reported no errors
Updated GPU drivers - no change
Use windows startup repair - Says it can't repair my PC and that it stored a log on E:\, which doesn't exist
Use bootres.exe to rebuild the bcd file - no change
Press Ctrl-alt-del to bring up the login box - nothing happens and my PC isn't login protected.
Reseated RAM and used 1 stick at a time - no change
