Just built new PC. The only thing I'm using from old build is gpu (evga 1070) and windows 10. Boots up to bios just fine and I set it to boot the USB first but when I restart the PC I just get a black screen with a small white line for a bit and then it goes to bios. Its the USB stick that came with the Windows 10 box.

Not familiar with that stick or a "Windows 10 box". Can you provide more details?

Have you considered making your own installer via Microsoft "Media Creation Tool"?

Have you attempted to boot from your current stick by selecting it from a boot menu rather than playing with the BIOS?

I mean the small box that has the USB and windows key in it when you buy the software.
What I did was just set the boot priority to USB first and then exit from bios which restarts but just goes back to bios

What are specs of your system?
Are you booting into legacy mode or UEFI mode?
[UEFI]USB flash drive - boot choice boots into UEFI mode
USB flash drive - choice boots into legacy mode
Windows install media may be limited to one of those modes and not bootable in the other mode.
Also - it may be necessary to disable secure boot during install phase.
Make sure sata controller mode is set to AHCI.

The boot priority says uefi USB key but in the advanced USB configuration it says legacy USB support and xhci hand-off is enabled
