Windows installer not correctly installed

I have windows xp and can't expell some of my installed programs as i get the message the windows installer is not installed correctly.
I looked at regcleaner.com, and await an answer to be sure that if i buy their program it will help me re-install windows installer service. Am i walking the plank on this?
I just want a simple fix to get this over with.
I tried microsoft, but it wasn't applicable, as they asked for some things that did not show up in the window and or?

for uninstalling, try revo uninstaller after you install windows installer.
