Windows installer problem (I suspect)

For a few months now, I'm unable to install any type of new programs, including but not limited to :Logmein Hamachi, Java .. and a lot more.

When I try to install a .msi extension I get an appcrash with the following error.

When I try to install java I get the following error:
Error 1336.There was an error creating a temporary file that is needed to complete this installation.

After hours of googling, I suspected it was my windows installer that had the problem. Therefore, I did all the troubleshooting for windows installer from services , registry and so.
I hope I can get any help here as I'm unable to install anything at all..

Download and install ccleaner.
Clean your temporary internet files and fix registry errors using that program
Reboot your PC afterwards and check if this solved your problem.

Try an sfc scan

Open cmd
Type in sfc /scannow
Let the scan finish and reboot
