Windows Installer (Winsows SP 2)

Some windows files are not working for example if I try
to install any windows component i get an error message
Windows installer could not be accessed. This can occur
if you are running safe mode , or the windows installer
is not correctly installed. contact your support
personnel for assistance.

Now I am not running safe mode. and I cannot reinstall
winsows installer as i'm running Win xp sp2 and my cd is
win xp with sp1.at logon I am being warned by windows
product activation that my hardware has been changed
significantly and I must reactivate windows now . I did
not make any Hardware changes

also I get RPC server is unavailable, maximum retry
exceeded and these services cannot be turned in admin
tools as they are dependent on some other service that
cannot be turned as well.

I cannot copy and paste antyhing either Also if I try to
open an application it is also not registered a pop alert
states that this docoment could not be registered. it
will not be possible to create links from other document
to this documet.
