Windows intermittently not loading properly. (Fresh reformat)

Okay this is my 2nd time reformatting my PC this past week. The issue i am having is with Windows 8.1 64bit on my custom built PC. Intermittently my computer loads windows and when i get to the login screen, my keyboard wont turn on and my internet icon says i have no internet. If i restart occasionally ill get the windows repair come up saying "Windows did not load properly", I keep having to force shut down and after a few tries it will load and everything is fine. I've reformatted it twice the past week with no luck. Starting to think its a hardware issue. Any ideas?

What are your complete system specs? It's hard enough to diagnose anything over the internet, and MUCH harder if we don't know what we are working with. At this point, any guess would be just that, a guess, and worth about as much as the paper it is written on...
