It was made for XP and Vista, it is recommended you run it in Vista Compatibility mode if using a later OS. Right click the launch shortcut, click Properties, then the Compatibility tab. Choose the OS for compat mode in the drop down box.

Also make sure you install the DirectX and Visual Studio versions for the game, which are often in a folder called redist in the game directory.
