Windows keeps restarting over and over

We'll I was updating windows 8 to windows 8.1 about a day ago and I didn't plug my laptop in properly so it turned off during the update and now when I turn it on it shows the acer logo and it's where I have the option to press F12 or F2 but it restarts straight away so when I press F12 or F2 it says please wait but then it restarts straight away, how do I fix this please help!!!
 

Hmmm. The only resort left is to try to get a working copy of Win 8 on to your Hard Drive, which means putting it into another machine
to install, or even borrowing a Win 8 drive from another machine to see if you can get back into BIOS.

I was ask by a friend to resolve this issue or try anyway I have looked a little at what you have said and the 3 main checks for bios issues skipping most that I see have been posted first one go get some thermal paste and redo your CPU that's a common issue for making restart problems at boot try taking ram out also try taking bat out and having it plugged in without bat maybe your bios bat is dead very rare but can happen take the hard drive out turn it on see that it's showing the fact it's out also if it's still restarting when it's out u narrow the problem even more have u made sure you boot list is correct
