Windows memory diagnostics

Hardware problems were detected when I ran windows memory diagnostic tool.So is it a ram issue and do I need to return it.

It could be more than RAM but even one error is enough to cause troubles. Try re-seating RAM first and run Memtest86 https://www.memtest86.com/download.htm to see better what's going on.

But how am I supposed to run MemTest86 without an operating system

It's installed on CD or USB and booted and run from it, no other OS is necessary
