Windows only showing one of my two cpus

i have two xeons (x5450) and they are in my dell precision board that i just purchased. i loaded windows home premium on hit and only one of the processors are being shown and used. which copy of windows do i need to purchase so i can utilize both cpus. im only doing gaming and web browsing and this is a budget build. i would prefer windows 7 for my operating system. also if it is a special software other than this can you tell me where to go get it. im new to this server hardware stuff

Which version of Windows, specifically?
It probably requires a Pro. 7/8.1/10.

Yep Pro or better required for dual sockets.
