Windows operating system stuck

Hello,
I keep trying to run the operating system... It goes to loading files and completes that fine ...then it switches to a Microsoft loading bar... But nothing happens .. ( if I try to turn on my computer In all other ways ie. Warren /last well known configuration it does the exact same ) HELP

1) If you can, boot into Safe mode, run 'SFC.Exe' This stands for 'System File Checker' and will repair any of Windows core code that is damaged or missing.

2) Put your windows installation disk in with the BIOS set to boot from it before the HDDs. Then run the 'StratUp Repair'

If you are going to run SFC.exe and are able to, it has to be done from a 'Command Prompt' window. Click on your windows 'Start' in the task bar. Then Accessories/Command Prompt' Right click on this and select 'Run as administrator'
In the Command Prompt window, type 'SFC.exe /SCANNOW' and hit [Enter]
