Windows or hardware fail?

After computer sat idle for about 30 minutes, noticed the screen was filled with white and colored vertical lines. After restart a blank screen slowly filled with lines until the screen is covered with vertical white lines. No user input seems to have effect.

sounds like hardware fail, but I would try to format your HDD before doing anything

That usually indicates a video memory issue and is almost always a hardware problem.
