Windows PC running like slow motion

I have a PC that everything displaying in slow motion after a certain times of normal operation. Strangely, the slow motion will be gone if I reset the PSU of the PC. I changed the PSU but the problem still exists. I swapped out RAM and SSD alternatively to trace the problem but I can get the conclusion. Anyone here got similar problem?

i7-870
EVGA P55 SLI MB
Kingston 2x4GB PC-1333
Sandisk Ultra II 240GB SSD
Enermax Evolution 1050+ PSU
Galaxy GTX 780 GC
Windows 7 64bit Enterprise Edition

what is your temps? you can check them with speedfan

around 34 C 2000rpm
Once the PC startup normal, it will stay normal until next power up.
But if it startup in slow motion, it will stay in that state until the PSU is reset

Are all the drivers up to date,like the gpu,windows updates and your bios.

Do you have ant-virus?if yes,scan your pc.
Open your task manger,and check the cpu loads.
