Windows recognize 8GB Memory, but only half in use.

Good day,

My apologies if this question might have been asked frequently. Also, if this is not the right subforum for the topic, please feel free to move this topic to the right forum.

I have 8 GB memory installed, the Windows recognize it as 8 GB too, but the memory amount in use are only half of the installed amount, which is only about 4gb ~...

My Mainboard is Asrock Z87 Extreme 4 with Team Dark 2x4GB DDR3 1600 memory installed in slot A1 and B1 (I think the memory speed by default should have no issue as it is listed in the specification with no further setting, E.g OC).

I currently running Microsoft Flight simulator X (with heavy addons installed), watching HD Video in KMPlayer, Adobe Photoshop, Chrome, and Kaspersky. I Wonder, all those programs are should have consumes large amount of memory, but in the task manager only half of the total memory installed are in use while the CPU Usage are up and down between 70% - 100%.

Is it normal? For the memory i mean... I also not sure if it is an issue or no, please somebody explain it to me...

I don't know if the memory use ever surpassing the amount i mentioned above (as i'm not always monitoring the task manager), because i sometimes having laggy performance (especially for FSX), like Out of memory.

More question, is there any tools that i can test maximum performance of memory hardware? So, i can check the maximum performance as is recognized by the system and the memory are installed correctly or not.

For the hardware and system installed:

CPU: i5 4690K 3.5 GHZ
Mainboard: Asrock Z87 Extreme 4
Memory: DDR3 Team Dark 1600
Graphic Card: Zotac GT440

OS: Win 7 64 Sp1
