[SOLVED] Windows says C: is dirty, CHKDSK gives no issues

Okay so this started after a couple of improper shutdowns (reason here).
Windows tries to start CHKDSK on startup, gives the prompt "Press any key to skip" then "Checking C:" but doesn't really do so as it jumps straight to Windows login screen.
System is running stable but Security & Maintenance in Control Panel says the drive has errors. Also both CHKNTFS and fsutil dirty query confirm that.
I have booted via USB and run a full CHKDSK and it gave no issues. But it wasn't able to write to event logs with status 6 and I suppose that is the problem? Also both CHKNTFS and fsutil dirty query said C: was clean.
But Windows still says C: is dirty.

Is this a bug? Should I be worried? What actions do you guys recommend?

Windows has corrupted your best bet is to run the windows repair commands in cmd. It seems has though your dump files/and things of that nature are not able to be collected. Which windows is concerned about because that means if there are issues it cant log them for you
Id start with sfc /scannow
