Windows shows incorrect clock speed

Hello everyone, been a while since I posted on here but I am glad to be back.

I currently own a Intel i7 3770k CPU which I overclocked to 4.0Ghz in the BIOS, the problem is when I come to stress testing it the Windows Task Manager shows speeds hitting 4.4Ghz and it shows the maximum speed to be 3.9Ghz.
Now, when I use a program such as CPUZ it shows the max speed under load to 4.0Ghz. Anyone got any ideas?

Okay, that's what I have been doing, any reason why Windows would show this incorrect info? :)
