Question windows shows my cpu is up to 1.99

when i click on my computer proprites it shows
@1.80 Ghz 1.99 Ghz

while its up to 4.2
how can i fix this ?

There is no "fix" for that. It is what it is.
1.80 is base clock, while that 1.99 is current clock speed. If you open many programs it will go up.
It will go as high as 4.6 but only single core, not all cores.
