Yes, I can get into boot settings and uefi but it just turns off after windows starts like 2 seconds or so like something is turning it off... fresh windows installation and everything, I changed the uefi settings to force the bios to use the pcv card with no luck, I get no boot up beeps either, I left the computer on all day and came back now to the black screen showing 4 fps, I also left resident evil running this morning changed from display port to hdmi wroth no luck either

does your motherboard have a video output on it?
If so, remove your dedicated video card and see if your system boots normally using the Intel or AMD on chip graphics.

so, I swapped my GTX1080 with my old strix 970 and I am good to go, is there any way to tell if this is pure graphics card failure or actually a power supply failure? I have a 1000 watt psu

swap them back again and if you're back to square one, then it's likely your GPU.
Only way to know for sure would be testing the 1080 with a multi-meter, and then you'd have to know what to be looking for regarding voltage and amperage readings.
You could try contacting retailer you purchased it from, or the Customer Service group of the Manufacturer, as they can help troubleshoot or start an RMA possibly.

Was this from a power surge? Or just random?

I would also try reinstalling the drivers for your 1080. If you're getting a signal from the card before the OS loads it's probably not dead.

I've been having problems with Firefox and chrome, the crashop logs point to a vendor I'd for Nvidia but device I'd matches with nothing. I left the computer on this morning while playing re7 and paused it, cane back home to a black screen reading 4fps rebooted and it would just shut off after windows started but the computer was still running. I had evga start an rma just now

So, Uninstalled the graphics drivers for it in safe mode using ddu and restarted with the gtx 1080 back in and have the same issue. I reinstalled my old gtx 970's in sli and they work fine would it be safe to say it's not a psu problem then?

doesn't sound like a PSU problem.
If you are actually able to use the 1080, and then the problem starts, it sounds more to be software related.

Do you happen to have a spare HDD/SSD that you could do a Linux install on and see if the issue keeps happening?
I've done that step myself on occasion just to rule out software problems, and since Linux builds are free, it's a fairly quick thing to try if you have a spare drive to install on.

So... Update on this actually...

I do not have another set of drives I can use to install a new OS. The problem is though that this is a brand new fresh install of windows. I have been having minor hiccups since last month and that was an attempt to rule out a software problem.

As for the update... Currently I am running my old strix 970 cards in SLi again. I leave my computer on 24/7 and tonight I came home and woke it up by shaking the mouse. The firefox windows were still open but were solid black and unresponsive. I end tasked them and they closed immediately. However after seeing the other windows behind them, my Universal media server had jumbled graphics throughout it's window. Some things were displayed on the other side of the window and when I clicked into the window (so it was the active window) the graphics moved around twice. I then clicked on the start menu and the items popped up but then went solid black when I clicked the power button and held the mouse there I could read the window and the text but when I moved the mouse away from it the text faded in with the portion behind it and was all jumbled up. I restarted and everything is back to normal... At this point I have no clue what the hell is going on but I am worrying that the problem may be frying the graphics cards...

One thing I will say though is my hard drives do not seem to be stressed or loaded at all. I have a light that flashes on the front for activity and it is flashing normally. I say this because I had a hard drive problem on a different computer and when they were failing that light would stay lit fairly long and sometimes constantly. I also did a disk check last week I forget the program but it checked everything and I came back with one drive that was starting to go. That drive has since then remained unplugged as it was my back up drive. if I remember correctly the error count was 100 higher than normal and gave a caution status. At the same time I also did a windows memory check. I configured the check to do an extremely intensive test of which lasted about an hour and a half. I did 10 passes and nothing abnormal whatsoever came up.

the reason I asked if it might be a PSU problem is because at the beginning of the build I had microstutter problems on the desktop. When I asked for help troubleshooting I did it after I replaced the video card, ram and motherboard with upgrades. The guy that helped really didn't do much in the way of trying to help me troubleshoot, he just kept trying to convince me it was the PSU for the simple fact that the Supernova G1 PSu's had problems... To me that was not a good reason to replace it and spend 300$ on a new one that he recommended so, I left it alone. Eventually it stopped doing it as much as it was originally.

As for the drives. I currently run two samsung 850 Evo drives in Raid. They are 500GB drives that show up as 1 collective 1TB drive. Those are my main drives. I have it set up to stripe the data between both...

Hard to say what the issue is.

One thing, don't bother running your 850 Evo drives in Raid 0. There is little performance difference, and the risk of losing data is exponentially higher if one drive fails. If it was Raid 1, then you'd have your redundancy....but even then, not worth it for our day to day life.

If you think it's the PSU, the only easy way to check that is buying a new one.
Personally, I don't think I've ever purchased a PSU that was less than $180. I typically do a bit of research and look for PSU's that are made of top quality parts. The only PSU's I would NOT trust are the dirt cheap ones.....there are reasons why they are that cheap.

Your issue does make me think it's something software though, possibly even a BIOS setting that is causing issues.
The only way to trouble shoot this is trial and error, and having access to spare parts to eliminate each as an issue.

The only reason I run the drives in Raid is to show them as one collective drive instead of 2 500GB drives. That is literally the only way I knew how to run them so they look and act like a single drive. the reasoning for that was the cost standpoint back in late 2014 for bigger ssd drives. I did check the drives to make sure nothing was wrong again this time I used sfc /scannow to verify things and it came back solid. I was hoping to be able to rule out a PSU problem without having to buy one. I know the one I want unfortunately it is almost $300. I will purchase it in the future though It is an EVGA 1000W T2. I'm sticking around the higher wattage PSU's because eventually I will attempt to run dual GTX1080's.

So, As for what you think the issue is, where would I start with this? I have never had to diagnose an issue like this before... Most issues did start around November. I was having internet issues around that time and so I moved the entire desktop closer to the cable outlet to shorten the cords up quite a bit. The internet issue ended up being someone in my complex plugging in an illegal cable box and it was dumping interference into the network.

I was still getting some issues after putting in my replacement cards and using firefox seemed to make things go really wacky. I still have issues though that are there. like for example in chrome I have always gotten tear lines in photo's and text while scrolling. Sometimes if I click on a window to drag it and move it across the screen fast sometimes it will hesitate and hang up and then catch back up in a matter of less than a second.
