Windows try to load and then the screen shows no signal,

when I start the cpu (controller) it turns on the fans run and the
display starts loading until: "starting windows " and then the screen displays no vga output
detected no signal. and then the error LED on the cpu turns on and it
starts beeping continuously (one short and one long) until i turn the
cpu off. I have tried some initial check up like cleaning both the
ram's, changing the CMOS battery, trying with a different monitor, cleaning the whole circuit board with isopropyl alcohol, checking the wiring,
checking the graphic card etc, and in the bios it shows the
ide primary master :none ,
primary slave : none
Secondary master : WDC WD......
secondary slave : none

Base memory : 640k
Extended memory : 228352k

1. Is this a new condition? Did this ever work?
2. "Base memory : 640k" ? Yeah...we need a full description of the parts list, here...

The CPU used to work I didn't use it for 6 months and now it does not seems to work, its a custom CPU for a cnc machine with some additional chipset , the extra parts does not have anything to do with this problem

What OS is this?
Does this have a DVD drive? If so, try booting up a Linux LiveCD. Just to isolate the hardware from whatever OS is installed.

It is a windows xp, and no it doesn't have a DVD drive it is used as a controller actually

So what are your options of a possible OS reinstall?

From your description, it is impossible to tell if this is hardware or software related.

So , just to clarify if the
Ide primary master and slave shows as none
,Secondary master shows that it has some thing like wdc- WD 1200BEVE-00UYT and slave as none it doesn't essentially mean the hard disk is damaged

I can connect through a usb port and try to do it
