Officially, no. Unofficially, yes. There is a method which allows you to do a clean install of Windows Vista using the upgrade media. However, this was only intended for those that already had a previous version of Windows. If you don't own a previous version (2000, XP or Home or Business Vista), then you are not eligible for the upgrade.

I think you need have Windows Vista already installed inorder to get benefits from Windwos Vista Ultimate upgrade. At frist I was also shocked to see student version of Windows Vista Ultimate sale for so cheap but later I found it is just an upgrade version.
