windows wont find gpu

I have recently gotten the msi z97s Krait edition. If I put my sapphire radeon r9 280 into the top 16x PCIe slot, windows will not detect it. I have my monitor plugged into the gpu and it posts, I have also checked the bios and the gpu is detected.
I have done a lot of troubleshooting and have not found a solution. There is no visible damage to the board and the second PCIe slot works fine. at this point I think the PCIe slot is broken, but any advice would help.

forgot to say, I have drivers installed but they wont detect it either.

make sure the mb has the newest bios file to rule out any issues. check for bent pins or dirt in the first pci slot. make sure intel chipset drivers are installed. in the bios under primany display set it to peg/pci first.

I have done all of that but still no luck
