David,

Not necessarily.
Your OEM should provide you with a method to return the machine to as
shipped form the factory. This may be a recovery CD or DVD, or a hidden
recovery partition.
They are not required to provide you with a full Windows XP CD.

How do I find and download a hidden recovery partition? I went into My
Computer but didn't know where to go from there. Thanks.

The recovery process for your PC will be in the manuals supplied by
eMachines or contact them for support on how to perform a system recovery.
This is all manufacturer specific.
