Question Wipe PC after a cpu and motherboard swap?

I was told by a friend that when I upgrade my CPU and mobo I should wipe my pc and reinstall everything clean as well. Is there any reason? I've never done so before with other upgrades and he says when he didn't wipe his PC it ran slower.

If you're running Windows 7, a motherboard swap will probably require a reinstall to function. If you're running Windows 10, the system will most likely work afterwards without a reinstall, but there are often some issues. I recommend a reinstall.

I'd personally reinstall regardless of which version of Windows you are running. A clean slate will wipe out any previous driver software and any other junk you don't need that was associated with the former install. Always better to start fresh.
