Solution

On a tight budget that will be difficult but this is what the absolute cheapest I can get is:

PCPartPicker part list / Price breakdown by merchant

Motherboard: ASRock H110M-HDV Micro ATX LGA1151 Motherboard ($59.99 @ SuperBiiz)

If I had to choose I'd go with an AMD 860K but $300 isn't going to get you much of a system. You're better off saving more until you can buy at least an i3-6100 and a GTX 950 for gaming. Also built in PSUs and Arctic CPU coolers are trash, do not purchase under any circumstance!

Worth every penny over the proposed builds.

Do you really need a C7 for a locked CPU? :??:

You could trim $40 off of that budget by leaving off the optical drive and the cooler and it would still be the same system.

Some games will push that 6100, even as good as it is. It's a personal preference of course, but I have little faith in stock coolers, especially when folks figure out that the 6100 can be overclocked.

OP listed an optical drive. I assumed there was a reason. I still have an optical, used for redbox, dvds, cds that I have owned for a while, even reloading older games I haven't touched in a few years. Not everybody is Steam bound and starting fresh.

I don't think H110 or B150 can overclock, only certain H170 boards can overclock and that's with a BLCK BIOS override that can be accessed with a dongle. I think only Asrock has this feature currently, and only on certain boards. No other manufacturer has this feature that I'm aware of.
