Witcher 3 FPS drops with 980 TI and i5 4670K.

Hello!
I have the Asus strix 980 TI and an Intel i5 4670k.
Today i saw that in Witcher 3 in the cities my cpu usage sometimes rises to around 100% usage on all cores. At the same instance my fps drop to around 50 to 55 fps.

I am playing on 1080p with ultra settings and hairworks off.
I can not quite make out what the issue here is. I suppose my i5 is bottlenecking my card in this game, considering i should at least get a stable 60 fps on ultra settings.

This also happened in battlefield one today, where my cpu usage rose to a 100% and my FPS suffering from it.

Please, help me out.

EDIT: I forgot to mention that my gpu Usage is only at around 60% and the temperatures of my gpu are not exceeding 60 degrees Celsius. My CPU on the other hand gets temperatures of 70 degrees and upwards.

Your cpu is bottlenecking your 980ti in certain areas. Try turning down shadows and see if that helps. If you dropped a 4790k in you wont have this problem

I found that in the Witcher 3 if you turn shadows to medium you will get alot of frames per second more.
