Witcher 3 help. Everything jiggles (flags, hair, and necklaces)

I am playing the witcher 3 and half the time I run it , things jitter( hair, flags, and other things) ive watched videos of people playing with same gpu(msi r9 270x gaming) and weaker cpu. Is it a heating issue? I am not sure what my next step should be , it's worked on high perfectly fine but when it gets like this I can not even play on low.
