In The Witcher 3 I get this odd kind of stutter that I have spent months trying to fix. It is some sort of "loading" stutter, where the game gets stuck for a few seconds and drops like 10 frames then shoots back up. It occurs on all settings and I have tried running the game off of a hard drive and an SSD. Same results. I have limited the fps to 30 and set prerendered frames to 1. I have even gone so far as to wipe my drives, reinstall Windows 8.1 64Bit, and reinstall just the game and drivers. Same Result. It only occurs in certain situations. Here is a list of those situations:
1. When summoning Roach.
2. When entering a village or town not recently ventured.
3. When killing an enemy with a "slice open" animation.
4. When approaching buildings/npcs (sometimes)
5. Generally in more full areas.
6. I also get a small stutter when opening menus.

FX8350 4.0GHZ
R9 290x 4GB Reference
8GB Ram
Sandisk SSD (OS)
WD Blue 1 TB Hard Drive (Extra)
What can be done to fix this?
