Question with DVI-D to VGA converter no display

Hi,
I am having two same model lenovo VGA monitors. I have connected first one through VGA port, which is working fine. I have connected second VGA monitor to on board DVI-D (24+1 pins) through DVI to VGA converter (not active converter/ adapter). I have enabled multiple display from BIOS too. Also I have tried connecting VGA monitor through DVI port as a single monitor too. I have tried on another PC too, but no progress. Where I am wrong? Also how to check if DVI port is enable/ working in device manager of Windows 8?
 
DVI-D is a digital connection and VGA is analogue. The DVI-D connectors specifically are only wired for digital signal, which means it doesn't carry the analogue signal that the VGA connection needs in order to work.

A DVI-I connector carries both digital and analogue signals, which is why you can use a passive adaptor.

I beleive that an active adaptor is needed in your situation.
