i have an asrock motherboard and i installed a gtx 750ti and i am a first time builder, but i ripped the plastic piece off at the end of the pciex3.0 im wondering does that effect the graphics card and im also thinking its just a support for the card which is not necessary because my graphics card is small

You mean the clip for the PCIe lanes on the motherboard? That is supposed to slide into the hook at the end of the graphics card's pins to secure it. If you break it, it'll still work as long as it's secured. But it can slip loose.
