Question wondering why my ryzen 7 1700 isn't boosting to the correct frequency

recently build a custom rig with a ryzen 7 1700. No matter what load it's under it doesn't boost past 3.18 ghz. When i tried to change the ratio in msi dragon center and msi bios my pc would crash once i put it past 3.5 ghz. (when it boosted passt 3.5 ghz the screen went black and gave me cpu debug.)

Cpu temps are about 35-40 idle and 50-60 under load
cooler is nzxt kraken x52 240 mm aio
