wont power on PSU ok

My motherboard is Gigabyte B85-HD3 and suddenly pc wont startup.
so i checked psu by shorting two pin and it's worked fine
i also checked power switch and it's work perfectly.
what i did was short the PSU power on wires(green+black) when plugged to the motherboard and pc startup normally and i removed the two pin that i had short and after that pc worked fine
i did some restart and did some bios updates and tried turning on the pc and it all worked
the porblem is
if i disconnect the power line for 1 or 2 minutes i cannot turn on the PC again
i have to short the two pin to power up the pc...
what could be the problem.
mobo is out of warranty
 

I tried with 2 different power supply that pulled out from working machines
still the same problem.
anyway i'm using a cheap PSU name as powerlogic



I tested power switch using a multi meter and switch works perfectly
tried with screwdriver and it won't turn on only method turn on the mobo is Green+black wire trick
CMOS battery had 3.1v when i checked with meter but i will try replacing it (its' 3.5 years old)
I found out that if i keep the power to the pc continuously i can shutdown pc and turn on pc with power button without any issue
if i disconnect the power and pressing the power button it's not going to work. yes i have to short that 2wires to get back power
