So far I have a motherboard, CPU, and PSU picked out for this realitivily cheap build.
Intel BX80662G4400 Pentium Processor
Gigabyte LGA1151 Intel H110 Micro ATX DDR4
EVGA 430 W1 80+, 430W

I need a cheap SSD to boot off, and then at least three HDD's and at least 4GB of RAM. I'll pick a case depending on where I end up putting it in my house. I'm just bad at making disisions and I need something reliable but cheap my budget is around 300-400 dollars, but cheap as possible

Look at the above build. It is true, it's hard to find cheap power supplies that are good quality, so obviously the one is way overkill, but when you have a quality power supply with all Japanese capacitors, you don't need to worry about replacing it after a few months. A home server is supposed to be on 24/7 and stable, and that is what this power supply will ensure, and should last you a decade.
