World of Warcraft: Grainy/Staticy Images from Herbs and other Vegetation

Here is the current issue I am having with my Herbs:

If I try to snapshot it in-game it shows up normal. So I had to use my phone to show you what the monitor is showing me instead of what the game thinks it's showing me.

My PC Specs are:

Current Resolution: 1920 x 1080, 60Hz
GeForce GTX 760
i5-4670k @ 3.40GHz
Corsair Vengeance LP 8.00 GB RAM (7.94 GB Usable)
Driver Version: 350.12
Operation System: Microsoft Windows 7 Professional
 
In the game, that herb cycles through a series of "frames" giving it the appearance that it is sparkling. Several of the herbs use that, and a couple actually move like there is a breeze blowing.

The image is linked is to an herb called Frostweed. Fireweed, and I think one other one use the sparkling look.
 
only place to not run ultra should be raids... WoW is more cpu dependent and he has an unlocked i5. i run an athlon x4 860k with an hd7850 and i run ultra @ 60-90 FPS everywhere except raids where i drop ti high settings with ultra camera view distance and i hit 40-70 fps at that point.
 
Thank you all for your responses, usually I'm not late to these, but I appreciate all the help. It seems when I updated my GFX driver to support the new GTAV for the PC that it must have messed up something in the download, but a new update came out a while ago and that fixed my issue. And I'll take your raid tips in mind.
