Worse Performance than Expected? PUBG

Hello. I'm experiencing super bad FPS on Player Unknown's Battlegrounds.

I'm running on a E3-1231V3 and a 1070 and I'm getting avg of 30fps on everything Low with drops to +/-20 when looking at the cities. I have 378.92 drivers that released March 20th and the game is installed in a 240GB Ultra II SSD. My CPU boosts to the full 3.8GHz and my GPU hits 1910MHz. Neither throttles at any point.

I have a friend with a 4790k not overclocked and he is getting far better performance. ~60fps on medium, w/ high render with a lower clocked 1070.

I get the clock speed difference but I dont see how that 800mhz can make such a difference in FPS with higher settings across the board. Also Computer is clear of any viruses/malware and No background tasks run besides discord.

Any help would be great.

PUBG is a bit rough around the edges, and know the early access 'beta-ness' of it is a factor in some hardware configurations.

To start, I'd uninstall the game entirely and then reinstall it after you've installed the latest Nvidia driver:

If you haven't done a clean Nvidia driver install lately, then completely uninstalling and reinstalling fresh can sometimes help with unoptimized not-yet-driver-supported games. There are other common culprits to check as well:

and certainly check that any AV/FW software isn't unnecessarily hindering you (and if so, set exceptions as you see fit).

Completely reinstalled in that order. Still experiencing the issues. And my entire steam library is set as exceptions. I'm going to try to use -USEALLAVAILABLECORES -d3d10 launch options but dont think it'll help much.
