Question Worth it in 2021 ?

I've found a used AMD Radeon 7870 for 60 JD, which is almost 85$, I'm looking to make 2nd pc, is it worth it?

This is nine-year old GPU, and you should check drivers support for the OS you intend to use.

It depends what you expect from that second PC. It will be good for general-purpose tasks, but not for FPS-smashing ganes.

Actually I'm planning to sell it, also I'm going to download previous drivers, and it has the same performance as gtx 1050, is it bad ?

Depends, if it's for an old PC that only relies on ancient onboard graphics it's worth it, otherwise I'd pay scrap prices for that.

Ye, I saw i7 4790 for 60 JD too, I guess it's good pairing.

Why tho ? Aren't most of fast paced games cpu bound and easy to run ?

If you dont care about frames per second. The cpu creates the frames and the gpu renders them, if the gpu dont keep up, fps drop, if the cpu cant keep up, fps drop, also depends on monitor. If monitor is 60hz, it can only show 60fps max but if cpu or gpu cant produce it, it will be noticable. Well, anything above 30fps is good enough.
