First of all it depends on what your brother will be doing with it, for gaming the Ryzen 5 2600x will be a worth upgrade, however if he wants to do streaming editing recording or just wants overkill then the 2700x would work best. As for your old parts that Fx chip isn't worth much since FX didn't exactly age like fine wine. That Fx sells for about 120 but good luck getting 100 for it. I'd sell the Fx for 100 and come down to around 75-80 for it when you get an offer for much lower. As for the RX 550 you should easily get 120 for it or more, list it at 130 and take a lower offer of 100-120. Which is about what they sell for new.
 
There's a huge jump in performance between an R5 1400 and an R7 2700X. This is even greater when you consider you're moving from an FX 8320 to something newer. I'm still using an FX 8350 based build, so I'm not too far off from where you are in terms of my current rig.

As for selling your old unit, that's hard to say.

no around his birthday ill give him the 1400 im asking whats something i can get for myself and i think the 1400 is more than enough for him since hes only playing games like fortnite and cod.

Im somewhat of a content creator and i use vegas

If you ever plan to get into content creation a lot or use vegas more you are going to want the 2700x with about 16-32gb's of DDR4 3400mhz, and your going to want a good GPU for acceleration purposes.

Then you'll really be able to take advantage of the Ryzen 2700x, for your workload the 2700x will blow the 8700k out of the water for virtually the same price. For just gaming Intel is really the king at the higher end, but when it comes to pure power for editing and streaming Ryzen's extra cores and threads really shine.

Also whats a good monitor thats at least 1440p and a good gpu for 1440p gaming

I would skip the CX 850M. Even with overclocking, a system with those components probably won't ever draw more than 400 watts from the PSU under maximum load. Get a reasonably good quality PSU somewhere around 550-650 watts, and put the money saved toward other components that will help performance, like the RAM. Ryzen performs best with faster memory, so you should ideally be looking at a dual-channel (two-stick) kit of DDR4-3000 or higher.

You might also want to get an SSD if you don't already have one. There are some decent 240-256GB SATA SSDs for under $70, such as the Crucial MX500.

I traded some of my cs inventory for that psu so.its on its way now and yeah i will.upgrade everything asap. Also i getting an s340 cause of tje colors and it has excellent reviews

Actually that Ryzen chip overclocked and a 970 overclocked can pull over 400w depending on the voltages and such. I would recommend a decent 550w so your total powerdraw stays within the efficiency curve of the unit and it would allow for a GPU upgrade later in the units life span.
