Would a 400W PSU work with a GTX1050Ti?

Short answer, yes.
Long answer, that's a non-tiered PSU(http://www.tomshardware.co.uk/forum/id-2547993/psu-tier-list.html). I wouldn't touch it. Buy a decent unit off that tier chart(tier 3 or higher). You're only asking for trouble with a low grade unit. Best case scenario with it, it lasts a few years and then starts a slow death spiral where your system reboots while gaming or other hard use. Worst case scenario is it kills your whole system in short time period(literally destroying parts).
P.S. Worst mistake in purchasing that can be made is scrimping on the PSU.
