Would a blackout harm my computer?

First of all, Excuse my bad english 🙁

Okay so, i've been with this question for a time now, I Live in Venezuela and here the electricity system is a little "unstable" And all day long there are overvoltages and under voltages, and sometimes blackouts and well, the last two make my computer turn off instantly. I want to know if these power off actually do harm to the computer in any way, and i have one of these...

I have the computer plugged in the one that says " AVG " And the Monitor in " Boost " Do blackouts and undervoltages/Overvoltages harm the computer? and if the answer is yes which is the best way to protect it from them :??:

Just in case my specs are:

Biostar H81MLV3
Pentium G3260 3.30 Ghz
4 GB DDR3 Ram 1333 MHZ
A random generic 600W PSU

And do not go cheap on the UPS.
Get an UPS with already everything equipped: voltage stabilizer, surge protection, etc.
Good UPSs should usually already have those.
You need a UPS with at least 600VA capacity which can hold at least 10 minutes of total blackout and has a pure/true sinewave output.
Where I came from, we also need such UPS or we have to replace the PC every other weeks.
And do not go cheap on the UPS.

Solution
The area I live in also has pretty unstable power.
There power goes down at least once a day.
On Monday the power went down and came back instantly like 6 times.

My PC still works so far. It's not the power loss that breaks the PC, it's when the power comes back. It may come back at a higher voltage and that may destroy your PC.
I've got an outlet with surge protection and overvoltage protection, also my PSU has various protections. So it should be safe.
