Would a disk being at 99% usage cause my PC to freeze if it's my only drive?

I recently built a new computer with a single TB hardrive. Recently, it's been sitting at 995 at times when it probably shouldn't and my PC has been requiring me to restart it quite often because it freezes quite often. Could the disk usage be causing this? Would an extra drive help this?
 
The disk could be causing the arms of the drive to swing all the way to the outer edges to read the data therefore slowing it down. I would go out and buy a cheap ssd around 240-500gb for my os and key apps I use alot.
