Would a Athlon X4 845 bottleneck a HD 7870 2GB? If so, do you have any CPU recommendations that go in the FM2/FM2+ socket?

Yes, in some cases. Unfortunately, FM2 CPUs don't really get much better than that.

I wouldn't worry about it. If the price is right and the 7870 will do what you want, go for it.

There are certainly newer cards that use less power and offer similar performance. (GTX 1050 or RX 560)
