would different gpus get the same fps if they are not maxed out ?

lets say i got a 1060 and 1070 or a 1080 paired with 8700k and played a cpu intensive (gta5) or pretty much any game like witcher 3 on the lowest settings where all cards are not maxed out , would i get same fps ?? what im thinking is that if the gpu is not maxed then they should all get same fps ?

Different gpus put slightly different loads on the CPU themselves. So it wouldn't be identical but would be pretty close. I would guess the 1070/1070ti/1080 would be basically identical since they are the same chip. However the 1060 could have a bigger performance delta
