Currently using a Dell monitor like this http://s3.amazonaws.com/estock/fspid2/280000/dell-monitor-widescreen-280053-o.jpg It is the one on the right, it has been at least 6 years since I bought this, at the time it was around $800, foolish. Now, this monitor has been notorious for having lines appear on the screen, from what i've read these monitors were notorious for this.

I have recently build my gaming PC ( i5 6600k- GTX 970ME- 16GB ddr4, windows10 ) and this monitor could be replaced, what options would be best, as I am looking for a high refresh rate with minimal input lag, 24" or bigger, any input would be greatly appreciated, thanks.

Asus, Sony, Samsung, Dell, BenQ -- they make quality displays. However, quality 1440p monitors are quite expensive - like $500+. Best to do some personal research and decide which one you want. But you can't go wrong with the brands I listed.
you dont mention what resolution you run in. if you upgrade to a 1080p or a 1440p monitor, it will be a crisper image, but be aware that you will get less performance at a higher resolution in games.

Buying a decent TN panel would probably look more aesthetically pleasing to you. IPS even more so but you have to deal with some response time lag with IPS. Of course it isn't going to increase performance in any way, in fact it will likely DECREASE performance as you'll be pushing more pixels at a full 1080p resolution (I'm just assuming...from the look of it that the dell is 720p. It may very well be 1080 already, but you said it's having some issues so a new monitor would help with that aspect anyways.) but you have a 970 which eats 1080p up, so you should be fine.

If you're looking for panels literally just go to newegg and find something. BenQ would have something you want if you're into more 'gamery' looking aesthetics.

that would be possible! I just want the best picture possible. To me, that means very realistic, no jitters or lag, just fluid and clear. Deep blacks and clearest colours.
