Probably not.
32gb is of value only if you are short of ram.
Windows manages ram quite well.

Load up your laptop with the most activity you are likely to use.

activate task manager, open the resource monitor/memory tab.
Look at the hard fault rate column.
If you see anything much more than zero, you can use more ram.

I said i had 2 sticks of 16 gigs for the dell just to be clear
 
Missed that.
Both are 5600 speed, and I imagine that the new ram would have better latencies.
I doubt that you would be able to tell the difference without a synthetic benchmark.
