I have Intel Core i7-3770K 3.5GHz (3.9 TURBO) Quad-Core

Would you upgrade right now? If so, what would you buy?

If not, why not?

Although the the conventional wisdom would say no, I say yes if you have enough funds to do it right. I recently upgraded to a 3700X with an X570 mobo and 16 GB of Corsair Vengeance LPX 3200 RAM. The best part is that this set up works together. With regard to choosing RAM, make sure to check the QVL (Qualified Vendor List) for the motherboard that you choose. You can find it on your motherboard manufacturer's webpage. I will be upgrading my GPU shortly - and likely will choose an RTX 2070 Super over the upcoming RTX 3070 or 3080 models.
I would upgrade, but not right now. New hardware should be releasing soon, so maybe wait for that before building a new system.

I would consider the Ryzen 5 for a more budget build, and the Ryzen 7 for a more expensive and longer lasting build. B550 Chipset motherboards will be good for future-proofing (only slightly), but a B450 motherboard will work just as well, just make sure it is upgraded out of the box to be compatible with Ryzen 3rd gen. I would get 16GB of 3200MHz or higher RAM.

Yeah I just did actually from an i7 2600K to an AMD 3900X myself. It's been a great processor for me for nearly 10 years don't get me wrong, but it is starting to show its age. Not to mention my motherboard has little or no USB 3 support or PCIe 3
