Wrong CPU temperature ?

Ok, what happens is that my processor in idle is at 60 degrees Celsius and when it is at 80% - 100% of its capacity reaches 100 degrees celsius, but it never exceed the 100 degrees. Today I changed the thermal paste and it remains the same, I think it could be an error of some sensor or i don't know.
I do not think it's cable management because the graphic card in idle is at 30 degrees Celsius and in 100% of its capacity is 50-60 degrees Celsius

Lol. That's crazy. Next time use 90%+ isopropyl alcohol (rubbing alcohol). It's not only a better cleaner, but also dries easier, water can sit in places you didn't know about. 1 tiny drop of water gets into the socket, and bye bye cpu/mobo.


I've already checked it in the BIOS, in MSi Afterburner and in CoreTemp and it's practically the same. The cooler is the stock one and according to the BIOS, it runs at 3400 RPM
In the past it went very well: 30 degrees celsius in idle, 60 - 70 degrees at 100%.
It's been a long time since I checked my temperatures and recently I added a SSD so I decided to see its temperatures and I noticed this.

But why? The cooler has broken down?. As I said it ran perfect and the temperatures stayed stable, and by the way why the temperatures never exceed 100 degrees Celsius?. Sorry if I bother you I'm a newbie on this.
 
This is operating under the assumption that the cooler was thoroughly cleaned when it was repasted and the repaste was done correctly? Sorry to ask, but it's not uncommon for ppl to halfway wipe off the old stuff, slap a huge dab of paste on the cpu and totally skip the part where they need to remove all the gunk from the heatsink, simply because the fan looks cleanish.
 

I cleaned everything less than a week ago.



The fan looks like new. I removed the thermal paste with distilled water and used the Arctic Mx-4 thermal paste

 


Almost never goes below 3400 RPM. And yes it's noisy

Ok, I know it's sooooo dumb, but I went to check my cooler again, and I noticed that the paste was not touching the heatsink, so I saw that one of the intel push pins was stuck and that's why the heatsink was not touching the processor . Then i fixed the pin, and voala!. From 60 degrees Celsius to 30
