Question Wrong reported voltage (1.744V) for core i5 4460S ?

Probably shouldn't have run Prime if you were suspicious of the voltage, but yes, seems like a reporting error. 1.7 volts would pretty much lead to chip death without liquid nitrogen to cool it.

1.35 volts is about the max for Haswell.

Try running a different monitoring program like HWiNFO for a second opinion.

CPU-Z and HWMonitor are both part of CPUID. They are likely both wrong.

HWiNFO shows 0.92V in full load (All 4 cores running at 3.0 Ghz with turbo boost) and 0.68V in iddle.

Then I manually overclocked the CPU to 3.4 ghz(all 4 cores running at 3.4 ghz). The voltage was auto adjusted to 1.05V. The maximum temperature in Prime95 was 65C with the stock cooler.
