Wth is wrong with my FPS in WoW

I've been playing legion since it launched and I was getting great fps with an i3 and gtx 750ti ftw, but then I upgraded my old pc to a
i5-6500 3.2 GHz
16gb RAM
gtx 1060 3gb
windows 7

but my fps has dropped like a sack of potatoes. Raid or dungeons fps max at 5, questing i get 25 to 40. I've changed all the ingame setting to low or dissable, same fps. why??

I just checked it is in Normal (default)
 


Seems to me like all cores are there

According to the HWMonitor screenshot, it seems that TMPIN5 & 8 are way too hot.
Thoses temps are at 127°C so it make the VRM throttle

Possible causes:
- Sensor not working correctly
- You have a real VRM overheating problem

Guys, I think I found out what is wrong with my pc. I'm not completely sure, but I think my motherboard is bad.

and it seems like someone else, also, had his CPU stuck at the same speed as me. He then used ThrottleStop and that solved it. I tried the software and sure enough the CPU got a lot faster and my FPS increased drastically- more than 100 FPS. And as the post indicates the motherboard was bad.
