If it's a stock HSF, chances are you'll have difficulties to know who made that HSF for Intel or AMD, unless there is a sticker on the Fan telling who is the maker.
Otherwise, the name of the maker usually appears on the Fan for retail HSF.
Some people here might know who makes the HSF for the CPU makers.
