Athlon's run at fairly high temps but yours is definitely on the higher side of things
Whats the ambient temperature over there ?
You could try replacing the thermal compound...
poor application can lead to such troubles

Ambient temps are on the high side around 23. Just checked my thermal margins on amd overdrive, being around 60, plus my cpu cooler feels cool to the touch.
Can it be that speccy misreads cpu temps?

Misreading cpu temps is pretty rare as far as I know.
If you are unsure, you could try HWmonitor and speedfan to re-confirm the temps
Try manually increasing the fan speed using msi afterburner and check if it helps.

Speedfan says 38, and HWmonitor says 65. But from I have read it is pretty common for fm2+ to misread CPU temps. I've read that many suggest that amd overdrive is the only reliable temp monitor and if that is the case I have nothing to worry about I guess
